제목 : Remapping Smart Cities: A History and Future of Korea's ICT-driven Urban Development
개요 : In this talk, I take Korea’s New Songdo City as a point of departure to trace the history of the ICT-driven development of media and the city in the context of South Korea. By doing so, it “remaps” and decenters the dominant and universal narrative associated with the smart city situated within Korea’s rapidly changing social dynamic from the 1980s to the present, as the country underwent a contested historical transition from militarized modernization to a liberal democratic regime. The talk is based on a working book manuscript, which bases its narrative arc on a history framed as a form of “history of the present,” which, instead of following the chronological order of Songdo’s development, disentangles the discursive and material formation of a “smart city” into multiple iterations and problem areas related to the city’s present and the future-- mobility, security, environment, and creativity. Each problem area serves as the topic of specific genealogy, which explores how, why, and for whom different aspects of the city became problematized and how these reasonings guided the development process of related technical and knowledge systems that make up the smart city. Among numerous problems that may be more or less relevant to the smart city’s development, I chose four themes, mobility, security, environment, and creativity, as the topic of separate genealogies, as they were saliently associated with promoting Songdo’s “smartness” and “futurity,” in the form of smart mobility, smart security, smart environment, and smart and creative cities.
